Failure to resolve disputes hampers recovery efforts
Excerpts from the story are below.

"President Bush's former coordinator of Gulf Coast recovery [Donald Powell] said Monday that one of his biggest frustrations was his inability to streamline the dispute process when local officials disagreed with disaster funding decisions by the Federal Emergency Management Agency."

"Appearing on a panel about what should be on the next president's Gulf Coast agenda, Donald Powell said that he'd like to see an arbitration procedure established -- with qualified panel members pre-selected -- to quickly resolve disputes."

"...Mary Troupe, executive director of the Mississippi Coalition for Citizens with Disabilities, said she hopes the next president will require more transparency in the spending of community development block grant funds, which, particularly in her state, were "diverted" from providing post-Katrina housing for the poor to unrelated projects, including a major port expansion."
